Every document sourced directly from EU CELLAR (SPARQL), TED v3, IATE TBX, Eurostat SDMX, ECB Data Portal, and 28 national law portals. Direct institutional connections only.
Three annotation layers
Modelled on the UN human rights indicator framework used by the Finnish Ministry of Justice to monitor linguistic rights (OMSO 35/2018). Structural: EuroVoc domain - which area of law exists. Process: Deontic modality - what the law does (obligation, prohibition, permission, exemption). Outcome: CPV procurement code - where law meets real-world activity. Three layers. Same framework the government uses. Machine-applied, human-auditable.

Publications Office of the EU
The official publisher of EU law, public procurement notices, and open data. Pauhu sources six products from the Publications Office: EUR-Lex (legislation and case law via CELLAR SPARQL), TED (public procurement notices via TED v3 API), data.europa.eu (open datasets), the Publications catalog, and the EU Who is Who directory of officials.
European Parliament
The directly elected legislative body of the EU. Pauhu sources legislative resolutions, plenary debate records, and legislative procedure tracking data from the Observatory of the European Parliament (OEIL).
Council of the EU
Represents EU member state governments in the legislative process. Pauhu sources Council conclusions, common positions, and records of interinstitutional negotiations (trilogues) that shape final legislation.
European Commission
The executive branch of the EU, responsible for proposing legislation and implementing policy. Pauhu sources Commission decisions, communications, delegated and implementing acts, and DG-level policy documents.
Court of Justice of the EU (CURIA)
The judicial authority of the EU, comprising the Court of Justice and the General Court. Pauhu sources judgments, opinions of Advocates General, and preliminary rulings that interpret EU law for national courts.
European Central Bank
The central bank for the euro area, responsible for monetary policy and financial stability. Pauhu sources ECB decisions, statistical data series, and financial stability publications via the ECB Data Portal.
Eurostat
The statistical office of the EU, providing comparable data across member states. Pauhu sources statistical datasets via the SDMX API covering demographics, trade, employment, and economic indicators.
European Chemicals Agency (ECHA)
Manages the registration, evaluation, and authorisation of chemical substances under REACH. Pauhu sources REACH registration dossiers, the Substances of Very High Concern (SVHC) candidate list, and restriction proposals.
European Medicines Agency (EMA)
Evaluates and supervises medicinal products across the EU. Pauhu sources marketing authorisation decisions, European Public Assessment Reports (EPARs), and pharmacovigilance data.
European Patent Office (EPO)
Grants European patents under the European Patent Convention. Pauhu sources patent applications and grants via the Open Patent Services API, covering patent bibliographic data and legal status.
CORDIS
The Community Research and Development Information Service, operated by the Publications Office. Pauhu sources EU-funded research project records from Horizon Europe, Horizon 2020, and FP7 programmes, including project descriptions, participants, and deliverables.
IATE / Translation Centre
Inter-Active Terminology for Europe, maintained by the Translation Centre for the Bodies of the EU. Pauhu sources the full IATE database: 2.4 million multilingual terms in up to 24 official EU languages, with domain codes and reliability scores. Available as TBX export.
28 National Law Portals
National legislation databases from EU and EEA member states, linked via EUR-Lex Sector 7 national transposition measures. Pauhu sources national implementing acts that transpose EU directives into domestic law, providing 290,000 deterministic cross-references between EU and national legislation.
